Traffic crashes in the United States result in an unacceptably high socioeconomic toll that has been growing due to a general under-investment in safety. As a result, the AAA Foundation for Traffic Safety has initiated a pilot program to test the technical and political feasibility of instituting a U.S. Road Assessment Program (usRAP) in cooperation with Federal, state, and local highway agencies and other stakeholders.

The usRAP safer roads investment protocol is implemented in usRAP Tools software, which any state or local highway agency can use to plan a cost-effective program of highway infrastructure improvements to enhance safety. An advantage of the usRAP Tools software is that the safety plans are based on roadway characteristics data and do not require detailed, site-specific crash data.
